The process of understanding the dilemmas developed to explain the theory of planning is quite difficult. According to Rittel and Webber, one might try to understand the concepts by evaluating the scenarios from a scientific perspective. During the recent times, there has been intensive research in an attempt to solve the issues, which arise in social policing. Most of these research efforts have been unsuccessful with the main issue being science is not capable of developing solutions for solving social problems. Rittel and Webber argue that severe qualifications should be imposed instead of either offering optimal solutions that can be classified as false or truth. There are three main points that are important in solving issue arising from the society.

Goal formation is a determining factor in the process of solving social issues. There are few aspects if considered the whole process has a likelihood of being successful. They include critically analyzing the goals, which are set out. A major requirement is that the goals should be professional and relating to the input from the team. This is the most intriguing part in goal making as all other points revolve around professionalism. It is considered the epitome of perfectability. The authors argue that in the process of planning and emerging policy sciences, this factor validates the use of science; as such, professions are more optimistic.

Problem definition is part of the process that is undertaken before the goals are drawn out. Once the problem is defined, the efficiency of the goal is determined as observed from the classical economics, century physics and principle of least-means. In the process of problem definition, in the recent times, it is usually determined after series of queries have been answered and evaluated. Questioning the impact of the output actions clearly outlines whether they necessary or not. Defining problems is perceived as a hard task though when the right procedure of handling is implemented, it becomes a doable. The test experiment carried out by Bernstein, Kleek, Karger and Schraefel clearly shows the importance for identifying the problem and its space that as it relates to the goals which will be set for the team responsible for the prototyping process. In the construction of a software prototype, it is necessary that thorough assessment be carried out especially in the design category to ensure it is up to standard and speed. Bernstein, Kleek, Karger and Schraefel focus more on the evaluation and design process. They delve on the topic of critical thinking about the various methods whose results may turn out to be average. There are two important points brought forth as they reflect on the main issue which is the problem solving.

The necessary prototype design developed should be highly interactive with substantial knowledge in how to learn the participant in order to validate the hypothesis. According to Bernstein et al, there are several experiments the prototype would have to undergo to prove that it was effective in solving the issues as they are termed “wicked problems”. It is therefore necessary to make sure the prototype is well versed with various ways to evaluate the human capacity to reason out issues. The main problem, which presents itself and requires a lot of concentration, is the problem space. Bernstein et al, argue that this aspect is the most difficult in the research process. This is because it cannot be organized as the information is in work files and papers disbursed all over a particular region without any proper alignment or organization in a database. These type of information is termed as personal data and might contain important information that may assist in the development of the prototype.
