It is used to explain, that you don’t want to waste in the papers. And it is not considered important for the writing (like explaining a case). Footnote is the evidence that what your saying is true (for example: they were many cases in KSA about this, use footnote mentioning couple of cases).

Judgements are debatable if it’s primary or secondary
