According to Jacob, a city should exhibit three qualities for it to be considered effective and safe for handling strangers. Firstly, there should be demarcation that distinguishes the public and private space. This is because the city street is not able to blend these spaces as observed in suburbs and projects. The second quality involves having enough people in the streets that guarantees there are watchful eyes in the vicinity. These people are known as the natural proprietors who own the streets. Examples of structures that ensure this include the surrounding buildings, which make sure that the strangers, and dwellers within that locality are safe. Lastly, users should use the streets continuously in order to increase the number of watchful eyes as well as guaranteeing people within the buildings are vigilant on the happenings on the sidewalks.
