Comprehensive Planning

Comprehensive planning in local areas is significant since it provides a platform for local authorities to identify goals and objectives with respect to community development. In order for comprehensive planning to be effectual, certain processes and elements require application. Foremost, it is significant to identify the problem. Recognizing the problem in the local area begins the planning process. For instance, problem recognition may involve the creation of a planning commission by the municipal board in order to focus on the prevailing problem, such as pollution. In addition, it is also imperative to define goals and objectives. These aims will provide direction for the planning commission as it attempts to develop a counter-plan for the issue at hand. Moreover, the development of these aims will be impossible without the creation of a valid Vision statement. Following the definition of goals and objectives, the application of research will ensue.

In this respect, research, for instance, will focus on determining the cause of the pollution in the respective municipality. This may require the use of data collection techniques such as observations and interviews of a selected sample of the population. After the data is collected, data analysis will follow. This may involve the utilization of quantitative techniques such as SPSS and the Nvivo-10 statistical packages. Based on the outcome of the data analysis, the planning committee will proceed with plan formulation. Plan formulation may involve the development of strategies, policies, schemes and actions based on the municipality’s vision in terms of curbing pollution. Lastly, the implementation of the respective plan will follow. This will involve the application of the elements of the action plan.
