Its focus lies in a kind of medical apartheid that was centered on the black Americans. The use of birth control pills were a common practice since abortion was illegal at the time. The legalization of contraceptives was effected in 1971 after it had been prohibited before. The article states that there was unfair administration of the pills towards project clinics that targeted the Negro communities with the help of financing by the government. Forcible sterilizations are earmarked as one of the suspicious attempts by the government to decrease or diminish the presence of blacks in the country. The black community argued that the movement of birth control constituted genocide within the provisions of article D as it targeted them.
