Execution Plan/ Timeline and Implementation

            The Primary goal of the parking construction plan is to ensure efficiency in the movement of students and staff in the movement around campus. The time saved by the parking solutions can be put into more productive activities. The project should be initiated and implemented within a time period of three years. The timeline set is broken down further into phases which have specific deadline to meet. The first phase of the project involves sourcing for financial partners to aide in the implementation and it will take about six months. The next phase is sourcing for able contractors who are going to actualize the initiative. The second phase will take about three months. The final phase is the construction stage and it will take about two years to complete. The timeline includes three months which have been set aside for unforeseen challenges in execution.  

Financials/ Cost Analysis

            The plan is to be financed by a partnership between St. Edward University and private investor. The investor is set to benefit by being granted a lease to manage the proposed parking facility for a stipulated time period. Arguably, up to certain point in time where the investment into the project will be recovered and profits attained. The whole project will cost about $20 million. Feasibly, the University can come up with about $10 million from the amount set aside for renovations to existing facilities. Therefore, the private investor is supposed to bring in the balance of $10 million for the project. The plan involves increasing the parking facilities in the campus from the current 300 slots to about 1000 spaces. As a result, the revenue earned from the collection of parking fees will increase by about three folds. The financial benefit that the university stands to accrue from the project after expiry of the lease is great. The revenue earned can be channeled to other infrastructural projects in the university. The projection is that the investor will have discovered his investment in three years. Alternatively, if the three year period is too long, the University can agree with the investor to share the revenue in percentages.

Cost Projections

            The table shown above shows the cost breakdowns of the items and to be used in the construction. The resources are supposed to be expended in that manner devoid of any miscellaneous costs that may arise in the process of construction.         

Timeline Implementations

            The first phase of the project is scheduled to commence on the tenth of January 2017. The second phase will begin on July the tenth on the same year. The third phase will commence from the tenth of October in 2019 on the same date in the year 2019. The plan for the implementation of the project includes three months which have been set aside for any inconveniences that may arise. Major construction works have been scheduled to take place when the students are not on session so as to avoid any interference. Within the course some parking lots will be completed earlier than others and they can be accessed before the final completion.
