Introduction

            The implementation of federal government policies is subject to public administration and it involves the preparation of conducts of the civil servants responsible for dispensing the duties. In the public sector, the need to address morality and fundamental premise of the public administrator is usually a broad concept, which involves moral justification, considerations on decisions and completion for the actions undertaken. In several instances, majority of the public servants have been embroiled in ethical dilemmas, which require principle guidance in their course of actions as well as justifications. Numerous cases have been reported and detailed of malpractices, stemming from the mandates of the public servants after through scrutiny of their work according to dispensation of the public administration. Notable issues of conflict of interest and bribes should be eliminated with resolutions based on ethical codes in order for public administration to be open and trustworthy.   

Discussion

            In the video for violated conflict of interest statute, a department of treasury employee was determined responsible in awarding a federal contract to her spouse. The department of treasury required facilitation of the training needs of employees. In addition, there was a demand for procurement of private training services for the department according to the financial dispensation and time allocation (MLB National Training Centre, 2009). The employee, over the course of two years, had given the contracts to her husband in over a hundred and thirty-nine thousand dollars. The second video on bribery points out a NASA senior analyst. Having to work with peace in a simultaneous capacity with NASA, the employee disguised payments of two seventy-eights in order that the review of financial measures could not detect as compensation from peace. In addition, he had failed to gain recognition of employment with the organization at the same time handling issues of NASA.  

            On the issues of violated conflict on interest, the code of ethics responsible for affirmation is dedication to the highest ideals of expected honor and integrity from all the members of public service in order to merit respect and confidence within the administration. By awarding the spouse contractual tenders without regard for all other procedural protocols, the departmental employee was morally wrong in her jurisdiction. As means of resolving the issue, proper process of tendering should be ensured and administered to all interested parties. The vetting process is then analyzed and scrutinized for effective choices according to the departmental requirements and demands. According to Milakovich and Gordon (2012), constitution of framework protocols should be leveled on the employees at all times without failure, especially towards the sensitive nature of contracts. Any violators, including the employee found guilty of the misconduct, should then face legal action and possible restitution. In addition, judgment on the fraudulent involvement should proceed for the two.

                  The second code of ethics violated by offenders in the videos is maintenance of public trust within the public administration in terms of services rendered. In the case of violated conflict of interest, the spouse used her position to enable personal gain and benefit from awarding the contracts to her husband. In the case of bribery, the employee in NASA misused his position within the organization in order to gain from two institutions without consent. The code of ethics forbids a member in the public administration domain from leveraging their position in order to attain personal benefit. In order for this to be resolved, all the bribery payments made to the employee of NASA should be revoked as well as serving probation and payment of fines forthwith. On the other hand, the contracts awarded to the spouse of a treasury employee should be terminated with immediate effect while instituting fresh tendering process.

            The third violated code of ethics in the bribery case is accountability and integrity especially on financial disclosure. The senior analyst from NASA did not disclose the role handled in peace as well as the received payment in terms of compensation for the two hundred and seventy-eight commissions. He disregarded the tenet on honesty and integrity as well as the expected accountability within his role and mandate. He was guilty of conflict of interest, making false statements and receiving of bribe. In order to resolve the dilemma according to the case presented, the payments should be surcharged back to peace, while the employee should face legal process on probation and payment of fines. It is with accordance with falsifying the financial disclosure form and reneging on the anti-bribery statute for all the employees of the organization (Milakovich and Gordon, 2012). Any value should be from the administration.

Conclusion

            Notable issues of conflict of interest and bribes should be eliminated with resolutions based on ethical codes in order for public administration to be open and trustworthy. Various codes of ethics govern the performance, expectation, and handling of responsibilities of various public servants in administration domains. The need to address morality and fundamental premise of the public administrator is usually a broad concept, which involves moral justification, considerations on decisions and completion for the actions undertaken. Therefore, resolutions based on the conducts involved in various malpractices have to factor legal proceedings, termination of the service terms and or revoking of the undertaken decisions.
