The FEMA grant, if awarded will be quite instrumental in ensuring that the EOC capabilities remain sustainable and survivable. There are existing EOC facilities in the state; however, the grant will provide a platform for expansion of these facilities and resources. This level of preparedness is encouraged as manmade and natural disasters strike at any time, and the facilities will enable the state to continue running efficiently. Locally, there will be more EOC centers available at the grassroots levels, which will be able to sustain the citizens in times of natural disasters. When the EOC centers are decentralized, disaster management becomes easier for the government (Walsh, 2005). The project proposed will accomplish this plan cost effectively as firstly, the plan entails improving and refurbishing the already existing EOCs, which will be value adding.
Pre Existing Planning
For purposes of
planning there was an extensive research done regarding the elements of the EOC
facilities. Aspects such as the location of the facility have been considered.
There are issues such as the geographical location and aspects such as the
vulnerability to hazards such as winds, typhoons, earthquakes, and political
strife that are important when locating an EOC facility (Jenkins,
2009). The architectural considerations have been made, and issues such
as car packing space, the survivability of the facility, the facility size v
the service areas, the material used to build the facility, among others have
been carefully studied and a contingent plan put in place. The plan will
materialize upon receipt of the grant. The EOC design has been carefully
developed and the floor plans have been drawn to assist with the comprehension
of the whole plan. Some of the EOCs have notable deficiencies, for instance
inadequate spaces (Goodwin, 2008). Efforts have
been made by the community leaders to expand the facility’s room and improved on
the survivability of the same. Permits to proceed with this initiative have
been obtained from the federal government agencies concerned with the disaster
management programs.
